The problem is simple, generally US girls look 18 when they are 14 and 22 when they are 18.

There are the exceptions, but for a good continual supply of real LEGAL teens, it has to be a European company. There are one or two in the US that seem to get them regular.

Not true of my stuff. Most are either teens or can pass as teens (no one looks a specific age, but instead a range of ages). Anyway most of my girls are 18-20, and a few who are actually a bit older will have you swearing they're teens, depending upon how they are made up and do their hair.

I think you will find this is what we call "a natural teen" where I come from.
