Many people did not understand this law and therefore they were afraid of it.
One day...The Government decided to change the law. This scared a lot of the people.
The people ran through the street screaming that the sky was falling.
These same people never thought about the fact that most of them were not compliant with the law as it was prior to the changes.
Eventually the changes brought about a few convictions and ran a lot of people out of business.
Those who were prepared and educated just sat back and waited.
Soon....There were fewer sheep in the heard but the same amount of feed.
And they all lived happily ever after.
