Windows movie maker is free and really simple, but I think you can only save as wmv.

The simplest programs I think you could find would be
ASFTools - To chop .wmv files
TMPenc - To chop .mpg files
SnatchIt! - To make thumbs for both wmv and mpg files.I dont need a sig.
