Any programs out there that pay per email, and don't require double opt-in or unconfirmed? I'm not looking for a big payout either, just something reasonable.

You're missing the point. It's not so much a ratio/cheaters thing although this plays a part. It's more a matter of not getting shut down for spam.Ignorance is never bliss.
