A good road crew, never fixes anything 100% or they would not have a reason to come back and dig it up again

Hence when you have a year where there is less actual road damage, there will be more road work projects. A little unfiinished patch job here, another on there... you get the idea

One guy in the machine watching the hot babes in the Starbucks across the street

The district supervisor sitting in his car calling the downtown massage parlour on his cell phone

The hairy backed Italian guy has his paving machine blocking the lane while he is buying a box of doughnuts and coffee down the street

His brother in-law has the asphalt truck screwing up two lanes of traffic while he tries to figure out how he is going to back his truck in, without spilling the 10 gallon bottle of homemade red wine resting in the back of his truck on top of the hot asphalt.

One worker is scratching his butt standing on the road, while trying to think of the most inconvenient and time consuming way to direct the truck to where they are working

Three workers are standing in a semi circle leaning on various tools, watching the one worker who is actually doing something, waiting for him to get tired, so they can have a turn poking their hand shovel gently into the loos pavement and gravel that the jackhammer guy broke up at 6:30 am (4 hours earlier) which was just in time to wake up everyone in the neighbourhood an hour earlier than usual.

I think they are paid to get the job done by a certain date. So they really can afford to take some days off and take their time. However, they get paid bonus money if they complete it early.
