I remember seeing some toolkit somewhere a while back that allowed you to make things like this, don't remember where. You might want to check out Microsoft.com. At any rate, it won't be cheap to have someone create something for you, get out the Benji's.

You can send the project requirements to me at 'dev at pgpin dot com'. I'll look it over and get a quote to you. But honestly, $1500 for an IE COM extension with a set up program, debugged for win2k,xp,98,95 + ME and exclusively licensed for you to distribute is probably a deal and a half unless your requirements are very minimal.

Feel free to include an NDA with the email.
