    Payout Question

    We ran a banner contest on our board. When we went to do the payouts, it turns out one of the winners lives in a country that is on a prohibited list. Can anyone tell me why a U.S. based corp cannot make a payment by check to people in Serbia? BTW, this guy can't open an paypal or egold account either for the same reason.
