            .dat is a generic extension for binary data. There is no one program that can convert it into an ascii text format you could read. You would need a specific program designed to read the code thats output from whatever program created that .dat

            i dont know what your trying to do but you could try opening it in the original program and see if there is an export to ascii or something in it.
