do you know much about terminal services? just simply give the user permissions to run whichever programs you would like them to run, wen they login remote they will have access to whatever programs are allowed.

what about using shares? Right click on files/ folders and set the necessary permissions. I recommend you use groups for that and for all permission changes, assure that SYSTEM and "Administrators" retain enough permissions.

A very easy solution for dumb users is just to block explorer to be able to run programs. Then they can start applications only via the start menu (and run command and command shell)

Software\Microsoft\Windows\CurrentVersion\Policies \Explorer

create the key RestrictRun
type Reg_DWord and give it a value of 1
