If I encode a file with WME9, will it require all the people that try to play it, to download Win Media Player 9?
Or is it backwards compatible with the older win players?

They will have to update to WME9 codec. Not the whole player.
Usually this is an auto-update in WMplayer when it tries to play, but you may have to link users to the update.
