Finding user based on IP?

Once on this board someone posted a link to a site where you could information about a surfer based solely on the IP. Anyone know of such a site?

You need a sopeana or search warrant for the ISP they are
connected through. This is the only place which has records of
which user (name, address) was connected via which IP at which
time.

From memory I believe some of the recent law changes allow FBI
and others to get this information without a court order however
from your point of view you'd still have to go through the legal
system.

You could always ring the ISP and try some social engineering on
some poor young employee, however unless it is a small ISP I
doubt this will work.
