C++/Delphi programmers, please read.

I've made past threads of this before, so I will give you a general description of what I need done,
View www.xxxtoolbar.com and it's a basic COPY of that software. I know there is someone on this board that codes registery cleaners for $300 so I am thinking this would be just as cheap.
Everything else is taken care of. Including all web programming needed,signed certificate, Designing of every page.. whatever else.
I am in need of only the toolbar. Maybe if you have past experience of designing a similiar toolbar then you could be of more help on the Anti-Cheat effort.
If you're interested then POST HERE. I'm looking to get this done for $500. and please, bump this out of generiosity since others and I have been looking for programmers of this software for months.
