Who does processing for spammed sites?

After reading all these "bulker" threads recently, I'm left wondering, don't most processors put anti-spam provisions in their TOS? I know Epoch does... so WHO EXACTLY processes the orders of spammed sites?


Is there such a thing as a BP Processor?
