you resolved it to some service over in europe right? well you could contact the administrators at that service and report the ip address and the time of occurance.

chances are that you can't really do much about it though if he is out of the country unless he is incompetent and didn't use multiple proxy servers or cgi mailers for spamming. In which case what you have is a good lead back to his dial up IP address and the authorities shouldn't have a problem ending the spam.

do you still have the hostname of the proxy? some of them aren't really very anonymous..
