For flash designers I'd goto http://xxxoutsourcing.com and hire them on a cost by job basis.

They normally undercut the prices offered by specialized design companies.

pity they're not as good as specialised design companies at specialised designing (sorry but it's the truth look at their portfolio). Go with Bluedesign or one of the plenty of cheap flash guys around.
