It's a skit about the internet being a real place, basically he's laughing at how sick it would be if the real world was like the internet. Every two minutes there's someone trying to get him to enlarge his penis, sell him the paris hilton video, etc. I'm not funny and I can't explain it, download it. It's episode 6 from season 2.
