i'd suggest maybe just a script to manage setting up ftp accounts and mod_layout for managing your headers and footers.

i thin kthat woudl easily do the trick most likely, wouldnt mind a few extra features like statistics or something... last time i ran a freehost i cut it cos i was friggen sick of child porn chinese people

yesterday I finished up some addtions to Homefree,
which is by Solution Scripts. it's a pretty decent package with
my additions, depending on what you're looking for.
It looks like maybe the Solutions Scripts
guy might have
gone AWAOL, but I'll provide support.
