If your 16 (soon to be 17) year old sister was going out with a 19 year old (yes this is wrong already I think) had her friend LIE about staying over night at her place and actually was staying at a hotel with this guy..

Would you:
a) Crush his skull
b) Crush his skull slowly so he can feel death coming
c) Crush both of their skulls
d) Keep cool, and just beat the shit out of the guy
e) Do not resort to physical violence (mommy said nothing should ever come to that)

I feel like I should talk to the guy before I kill him, to at least get his side of the story. But death is innevitable simply because she will run to him if we forsake them seeing each other.

So... what shall I do?

If she really cares about the guy, that type of response could push her away from you. It is normal to feel protective of a younger sister, but at some point, it has to stop, unless she asks you for assistance. If she turns 17, then it is no longer illegal for her to have sexual relations with him, and you could find yourself with an assault and battery charge.
On the other hand, some girls will go out with older, reckless guys and try to get the attention of their father, brother, or other parental figure to "charge" them up and get a response. It is a way of confirming that you still care about them and their well being and will protect them.
It is important to find out before hand which one it is.....

Tell her she should have a little more respect for your family and her friend and not have to resort to lies. Tell her that you will have a talk with him.

A good talk with disappointment rather than anger showing, would probably get her to decide 'it's not a good idea' to do this again and when he starts pressuring her, maybe she'll also see the light that he's a loser.

Emphasize that having others lie for her to back-up their story + lieing to your family is what pissed everyone off - let her know that if she decides this guy who took her to a 'cheesy' hotel/motel for one night and had her lie to her family and had her friends back her up is the type of guy she wants as a partner, then you had her figured out differently. Tell her you still love her but don't appreciate being lied to.

As for the guy - tell him he better be treating your sister with the outmost respect, that he better be taking measures of protection and that he better not transmit any disease or get her pregnant. Inquire what he's studying or where he is working and then ask him how he plans to support your sister if by chance something happens and she gets pregnant......That should do the trick - he'll be running in no time.

He used to work a lot, and then had an affair on my mom about 8 years ago. She never forgave him for that I don't think.
I moved out about 6 months ago and had to move back in (financial reasons).

I don't doubt it is probably a bit of getting back at us. But I also think she is blinded by "retard" love. She has no idea what she's doing.

You can't force someone to see a mistake while they are making it. It is only after the fact, that someone that young can look back and say" maybe that wasn't such a good idea".

Lack of experience, the sense of betrayal from your father, you moving out probably allowed her to have more 'air time' from your parents - you moving back in = her having to share them with you again - it's all got alot to do with it. Give her a good talk - remember to tell her you lover her and that you don't resent her - I guarantee she needs a good hug and a good cry session.

Then tell her you'll trust that she makes more thought-out decisions and that if she wants to do adult things, she should be responsible enough to 1) protect herself 2) have self-respect 3) be full aware that her decisions today may affect her tomorrow.
