Lets say i setup an auction for something 'kinky' some chicks worn panties or something like that... if i sent my surfer traffic directly to the auction page is that breaking EBay's TOS?

You can send a surfer to an eBay auction link but you have to be careful what you auction. I think unwashed clothing is on the prohibited list.
