help with tmpgenc settings

I've got an mpeg here thats almost 3 megs...

trying to reduce the size of the file with tmpgenc...

I've played with the size and frame rate, to no effect.

Can someone tell me what it is I need to adjust to sort this out?

In settings reduce the Birate size, and you can chose what ever setting you like in motion search precision, (faster = lower quality, but will also reduce the size)
