I need a script made. This is what it needs to do (I tried to give as much detail as possible):
This is a community script with lots of users. I need regular users, moderators, and admin access. I do not think this is a hard script to write, I'm sure you can take a couple of scripts and put them together with minimal modifications but I'm not a programmer so I can't do it myself. I need to be able to adjust the templates that are used with this script as well.

FORUMS:
Can use a forum package like phpbb if you want but the logins need to be tied to the profile and photo pages. The forums need to have a private message and email feature that hides the user's email address. I want people to receive notifications to new emails and private messages.
PROFILES:
The profiles need to be searchable by several categories and also by keywords. They need to allow people to upload a photo in a specific size, this photo can be used for the icon on the forums. The private message and email feature needs to be accessible from the person's profile page. I want the profile page accessable by a link on people's forum post. Really this is just like the profiles that you have with phpbb except with more features (ie searchable and more categories of information that people fill out). I would like a simple counter on each profile page. There needs to be a link to the person's photo page (if they have set one up) and a link to the comments page.
PHOTO PAGES:
I want people to be able to upload photos. The photo page will display a certain number of photos and then have a break where I can place ads. Each photo will have a space for the title and a description below it. I would like if there was a gallery script installed on the server that automatically resized people's photos so that I don't need to worry about people who don't know how to resize on their own. I also want people to be able to write their own text above the area where the pictures are so that they can do an "about me" kind of thing above all the photos. If possible I'd like them to be able to use html in this (but not hahahahahahahahahaha or any other languages, just html). I would like a simple counter on each photo page. The top of the photo page should have a title that contains the username of the person (something like "katlyn's photo page") that I can change the wording of and also needs to have a link to the comments page and the profile.
COMMENTS:
A place where people can leave positive or negative feedback with comments, can not be edited by users or moderators but comments can be deleted by admin. At the top of the page I would like the name of the person, a link to their profile, a link to their photo page, and a tally of negative vs positive comments. The comments should have dates on them.
MEMBERS AREA:
When people log in I want them to get a really simple splash screen. I can make this splash screen myself however I need something in the script that will redirect people there when they log in. You will need to create an interface for people to use to update their profile, forum settings, and photo page.

The admin needs to have full access to everything...moderators need to be able to edit and delete messages in the forums and photos on the photo pages. I will need you to write out a sheet of basic instructions incase I need to reinstall the script myself. Oh and there needs to be a retrieve password feature but of course that is usually standard with forums anyway.
Please give me a quote on writing this script. Also give me a quote on installation. I do not mind if you use packages like phpbb and modify them but please make sure that it is legal for me to use it. If you do use these please make sure you provide me with the public license so that if I am ever contacted about it I can show people that I was allowed to use those programs.
