While Dreamweaver is what I use every day, maybe the suggestion for CoffeeCup software would be better for someone just starting out.

Move on to Dreamweaver MX/2004 once you feel more comfortables, heck, you can use templates with it if you wanted to. But, it may be less intuitive than CoffeeCup

If you like working with code, but automating routine shit, I use Homesite (comes free with DreamWeaver now, or can buy it separately cheap). I like DreamWeaver for comples builds, but use homesite for day-to-day shit.
