Burned or buried Eq. ;-) It's not supposed to be rained on either like smack said.
Worn out / wind damaged or touches the ground actually. I see flags in thee rain all the time anymore. It makes me cringe. That was a real important thing in school in the first 9 yrs or so. Being the 'flag person' was the top honor. We were also taught to take them down at dusk.
Wellllll getting to go for the morning milk, washing the lunch trays and helping the janitor were close seconds! :D
Then there was safety patrol where you got to whack the bullies with a 6' oak staff and drag them to the office...
