What are some good promo techniques to get traffic (mostly for non-porn sites)?

I'm looking for heavy traffic sites where possibly where I can give away a prize and "sponsor" an event.

Anyone know any places that do this or know of any sites where this promotion could be beneficial for both the site that has the traffic and my site?
