How do I make a link that goes to somewhere on the same page??

Like..
I have a bunch of text & shit at top & this the surfer scrolls down to read, but below that is another topic..
At the top of the page, I'd like a link that surfer can click to skip over the first topic & go straight to the next topic?

How do I do that..

...

A NAME=intro>Intro /A>

just add the < before the A's
