It looks like they were processing for people who had little or no chance of getting under the 1% and their bank knew this.

This is exactly why Visa has imposed the rule.

"Give a good service to our card holders or don't use us"

its not that simple.. as a matter a fact, its far from being that simple.. 1 fuckin % is unheard of...we are the only people who visa has issued rules like this.. you can not make everyone happy all of the time.. paul, im sure u know this.. hell odds are even just selling content you have had a few charge backs..
