Adult Sites Against Child Pornography (ASACP) is the organization helping the adult site industry make a difference in the battle against child pornography. Its primary function is to provide a hotline for people to report suspect child pornography sites
(http://www.asacp.org/reportsite.html).

ASACP reviews the reports and sends validated child pornography sites to the FBI, National Center for Missing and Exploited Child, and now to several hotlines in Europe.

Since government investigations can take a long time, people occasionally ask, ?does reporting child pornography to ASACP really make a difference or are the reports just going into a black
hole?? Sometimes it feels like this, even for the staff at ASACP.

?For years, ASACP sent reports of validated child pornography sites on terra.es, a free hosted ISP located in Spain, to government agencies and it appeared that nothing was being done. However, when I attended the INHOPE conference in Luxembourg last month, I met Ana Luisa Rotta, the executive of PROTEGELES.com, the Spanish hotline and a member of INHOPE.org. I learned that Ana Luisa had been working directly with TERRA-Spain and with concrete results,? said Joan Irvine, executive director - ASACP.

PROTEGELES is one of the hotlines credited with providing leads that helped with the recent breakup of a large child pornography
ring in Europe.

Ms. Rotta shared the following information with ASACP:

During 2002, PROTEGELES worked together with TERRA
Networks to address the issues concerning the abundance of child pornography content on their servers. As a result, TERRA:

1. Revised the contents of all its personal pages in order to eliminate and report those with illegal content.
2. Is no longer a free site - a symbolic amount of money and a valid email address is required in order to receive the password that will allow a webmaster to create the page.
3. Develop new system that measures the bandwidth in order to
detect pages with an excessive amount of viewed images.
4. Does not permit entrance from foreign proxies.
5. Created an internal "hotline" which is linked to PROTEGELES who processes the reports and sends validated child pornography to law enforcement agencies.
6. Hired additional personnel and holds weekly meetings with the
company's directors.

So the next time people wonder if it is worth their time to report
suspect child pornography, ASACP wants to assure everyone:

. There is no black hole
. It is the reports from the public that alert government agencies, ASACP and other hotlines about child pornography.

unfotunatelly, according to joan, sometimes, even if the content is purely unacceptable, it doesn't fall under "illegal content" category and ASACP can't do anything, this is sad... But 1 CP site closed is already a good thing IMHO.

I don't take chance, even if the site seams borderline cause the girlies are "just nude" I report the site to ASACP...

it does make a difference,although i havent seen such site for long time,in the past i had reported some and i received a notification that the sites were reported to the proper authorities. Each time,few days later the sites were gone :-)

Reporting to ASACP doesn't always help. Often they say that content is not illegal, when it obviously about 12 y.o. girls. I have nothing against art photography, but it's pretty obvious when the site is oriented towads pedophiles, even if it's made like an "art photography" site. Especially when it's being promoted on lolita/cp bbs and top sites.

In those cases it's often more effective to write to VISA/MASTERCARD directly. Those sites use cc billings or their own merchant accounts anyway. And if you show to VISA/MASTERCARD that the sites are promoted on lolita/cp resources even if they have legal (but questionable) content, the billing will be busted or the merchant will be closed.

Totally agree. Sometimes it's better to report cp sites directly to VISA/MC because these guys act immediately! About a week ago some scum has posted lots of cp-related links to my message board (it is dedicated to older women). I grouped all those links when sent them to VISA's abuse department. After that I stopped getting the mentioned illegal posts on my message board. So, seems this way is working!

Hearing that a site was shut down does nothing for me..
Hearing about the site owner's arrest is what works..

These guys have back up hosts and are ready to re-open within hours after their site is killed.. They probably have a mailing list of their members to notify them of the new site as soon as it opens.
So merely shutting down sites doesn't accomplish much if there is no follow through..

Does it help to report it? Maybe to a degree, but the ones that are being arrested are the ones that the authorities are stinging on their own and accumulating information over months of investigation.

Anyone who's ever dealt with this on a site by site basis, either in hosting or in billing, understands the difference between legal and morally or socially acceptable.

The majority of sites that are reported have nothing patently illegal on them, and are not the ones that are going to be prominently investigated and prosecuted if possible.

It's a thankless, frustrating task at best, and one that I certainly commend Joan and crew for taking on.

I agree... ASACP has actually been involved with getting people arrested. And here's one of the BIG problems that can occur.... On a recent case, the bust was jeopardized by someone posting the CP site to a webmaster discussion board... The authorities were then very concerned that the perpetrator would disappear as a result. They didn't, luckily, and as far as I know, they were indeed busted. It DOES happen.

Can't some of the l33t h4x0rs get together a secret vigilante group that takes these guys on one site at a time and gets them shut down with their hosts and/or just hack/crack/attacks the site till it dies?

We've had amazing results with password sites using this technique.... Come on guys!

This is a very common mistake. You are suggesting fighting using illegal methods. This is not right. You must use all possible legal ways such as VISA/MC abuse department, ASACP, FBI etc. But you can't fight against them using some hacker methods. In such a case you will be also considered as an offender. Don't try to oppose a crime against the crime. This is a totally wrong way! The lynch law will work in criminal world only.
