In all honesty a SERIOUS person who lives off only submitting galleries should be making $5k+ a month. No offence but why would they come work for you if you're not going to pay them at least that. Sure you can get jokers who will submit for $7.50 a gallery but do you think honestly that the person who does that is really watching out what's best for YOUR company?

Will that submitter use his own partner accounts plus ask for new ones whenever available plus always maintain/update the submissions database?

I'm not trying to flame you but just trying to get you to realize what you want should cost a lot more than I think you are expecting...
