Afghanistan Webmasters?

Recently i've noticed some sponsorship programs saying they accept all webmasters from all countries??

What about Afghanistan & Other Terrorist sponsoring nations?

I dunno...just seems like a conflict in interest to me.

I mean i realize some webmasters might be on the straight & narrow there..but is it worth the chance?

Just looking for some professional opinions when it comes to dealing with international business.
