ccbill signup2.cgi ccbill_referer question

If you post &ccbill_referer=XXXX on the signup2.cgi line, does the referer get credit EVEN IF no cookie was found or set on the system? I.e. is this variable actually read and processed even if the click-tracking code was not called?
