encoding video in mpeg question

Have a new customer that wants mpeg's...course there's bunches of versions and tons of software to do it.

What's the best type, size, software for good quality with a decent file size?

Software - LSX-MPEG Encoder.
Stream - constant bitrate, 1024K, 320x240.
Size - 10Mb - 1 minute.

As i know - VDub can't make MPeG files... Only AVI's.

Free software is not best software. Good content provider can pay $70 for program which made all, that them need.
