If you're using PhotoShop, try finding some plugins for it. EyeCandy has some, as well as Micrographix, Ulead, and many other places. They will give you all kinds of options, not only for text, but for any selected area.
If you only want text, and a program to do it, Cool3D from Ulead could do some interesting things back in the day, but it's a little slow as well.
