Just go to the nearest universisty that offers CompSci courses and hire an intern for $10/hour. I got my first job in this business that way and have had two employees since using that route, all of it good.

Depends on experience and what they program.. but around here.. for a full time programmer.. with good experience you could expect to get paid between 70-100,000 year..
for php, mysql, and perl... probebly around 80k+/year would be good..
btw, im in maryland.... if your in NY state its probebly around the same.. unless your in the city.. expect to pay more
