Question About Recips

When making a free site, i know it is against rules ... but why would the site owner mind if there were like 30 recips?

i mean if they are neat, and orginized, maybe text links for good reletivity linking, etc.

Is he counting on clicked traffic that much?

I always thought main reason was for link-backs.

30 recips look like garbage, even if they're "neat". Also, there is way less chance his link will get clicked out of 30 other recip possiblities. Common sense man.
