Web development dream sheets

I call these requirements a "dream sheet" :

HTML & CSS
JavaScript
-NodeJS
-Websockets/Socket.io
Python
PHP
SQL or Mongo (Preferably Mongo)
Basic knowledge of Linux OS and Apache web server


But I admit that I know 80% of that.
Why don't they just say "genius needed; but not willing to actually pay for one."

I know all of this stuff extremely well, except for Mongo. I have done a couple of projects with it and learned it "on the fly" with a client a few years ago. It's not my favourite, but I can appreciate it.
