Does affiliate programs intentional decrease earnings?

Hello everyone! I worked a lot of time with bongacash and had a great results. After the cancellation of the bonus system year ago my earnings dropped a lot. Over the last year the ratio has increased dramatically. I used to make 1:200 - 1:300 per registered user and now my ratio is 1:400 - 1:600. Also, within half a year working with an other advertising network, there was the RPM (%) 0.9 - 1.1, now it it is 0.6 - 0.8. All this makes me think that ad networks systematically decrease the earnings of their partners over time. Am I right? If so, how can I prevent it?

There is not much of a benefit for them to do this.

You should always send your traffic to where it makes the most
