Egypt: More honest with their hours? than devs from pakistan / india?

to me, so far, yes..it seems that way? no?

i'd like to hear you guy's experiences so i know where to look for devs nowadays from of the 2 counties

I've only worked with devs from India. I think quality of work is more important than honesty with hours. If you are concerned about hours then use upwork and enable the time tracking feature on the contract. It only logs the time they are active on their computer and takes random screenshots of their computer so you can make sure they are working on your project.

the thing is, dev from egypt who added new function to my app took her "5 hours"

other guy from pakistan quoting me 40 to 60 hours.

From what I've heard, Indian devs are iffy due to their culture. It's supposedly inappropriate to ask the boss for clarification, and better to do something wrong then ask.

Hourly contracts on Upwork do not provide for projects where deliverables are a factor. If things go wrong, you're not due any code or deliverables from the other party as Upwork state you are merely paying for their time and not a deliverable.

I'm not sure the last time you've used Upwork, but you can choose between hourly pay or per project pay. If you choose per project you can add milestones and set the amount of incremental payments you want to release as the dev finishes each milestone.

Even with hourly all you need to do is have the dev submit the work to a Git repository everyday so you can track their progress each day.

If someone using Upwork spends money and doesn't get a deliverable, then they should not be in the business of managing developers or projects.

I use Upwork constantly. I started with Elance in 2004. You can be seasoned and still have things go wrong. Knowing what your recourse is when they do go wrong is important. Knowing that you can't claim for deliverables in this instance is important.

Over the years I've had 2 jobs go wrong on Upwork. One as recently as January of this year. I lost mediation for exactly the reason I stated - you cannot claim for deliverables on hourly jobs because you are not paying for deliverables but paying for time instead. This information comes directly from an Upwork mediator.
