Need help with affiliate program set up

Anyone know of a CHEAP affiliate tracking program that doesn't give out affiliate URLS
with Affiliate IDs

instead, the program just allows affiliates to sign themselves up and get a PROMO CODE

When the visitors they refer enter the affiliate's PROMO CODE to get a massive discount, the system will track how much to pay the affiliate during the next payout period.

Anyone know of a quick and easy solution?
