Search for example code on how to parse XML, in whatever coding language that you prefer. Just the most basic, rudimentary example is all you need as long as it works. Then roll your own. Its fairly simple and straight-forward.

Don't know about non-WP solutions, but with CyberSEO plugin you can aggregate all livecam streams from different programs at one site. You can mix them and use the same visual layout (actually: ANY EXISTING WordPress theme) for their livestream pages.
