Any developers know PayFlow Link (w. Recurring Billing Services)?

I'm looking for a developer who has worked with the PayFlow Link API. It seems to be a mystery to anyone who looks at it and the API doesn't return what the documentation outlines. PayPal really is a mess and their PayFlow API is like... #fill in something really bad here#.
