How does this work?

A buddy of mine got into a arguement with his ex-wife. Out of rage she ran her car into the side of his car, moved it 4 feet. Then she just drove away. So my friend calls the police, when the police man got to his house the police man said:

"we can't do anything because it was on private property"

Now you tell me, WTF?

find out what the laws are in your state for making a Citzens arrest. If you live in California, call the cops and tell them you want to make one, they have to arrest her. I presume you know were she lives, meet the cops there and arrest her. You should also ask the cop how (words to use)
