Bulk Friendly?

i am looking for a dialer that is bulk friendly. Any type of dialer will do just as long as it is not a topdialer dialer. And also if the dialer also allows resellers that would be a definate bonus.

If there is anyone out there with anythign that fits this short description please let me know
