You also don't tell anyone anything about your current setup so it is not possible to even answer your question properly... Is your setup already built and running... What software will everything be running on etc.. This info would be needed to say if a solution is possible.

And also want to let your clients manually, "the content feed buyers" GEO Target the payment cascade option on the upsell feeds?

If so then, depending on if your back-end custom or not...
This would be rather easy if you are using a custom solution; there are a few simple ways you could do this and scale... If your system is not custom that your options maybe limited...

There would also be more questions that would need to be answered...
Like; should the "Webmaster" wish to change a GEO's billing option...
Do you want them to only need to do this with in the UI of an admin/page..
Or would you want them to make the selection in the Admin UI and then generate a new code/link for them.. As the billing cascade geo selections would be hard coded...
