Script for traffic delivey

Hello,
I am looking for a script for traffic delivery.

I need to send traffic from site A to site C, passing through script on site B.
Script on Site B should be able to set url redirect, and make report of traffic per each destination, counting traffic, geo location, mobile traffic etc etc.
Very important thing: site C must never see site A like reffer, site C must see only site B or noref.

Any idea ?
