Some sponsors does NOT have this feature ON. So it may be the other party's card just have the p2p disabled.

It's not p2p, it's private loads from credit cards. I guess the owner of payoneer account living in a country with a high percentage of online fraud, or had problems with private loads before, that's why this feature have been disabled.

Not everyone gets approved for private loads too.

Private Loading is an additional service provided to active Payoneer account holders. If you are receiving the message you mentioned, it means that the person you are trying to send funds does not have an account that is active over the past 6 months.
