I was clearly talking about the fact they were gonna be shooting the perpetrators of the bombing, not the fact a law enforcement officer got shot.

If I were trying to be 'funny' about the Boston bombing, clearly I would have said something along the lines of 'the event was so much fun, everyone had a blast' or how 'the race was won by a nose, finger, arm' or how 'the Paralympics are going to be more competitive this year'.
