Setup your own, you should be able to do that on a VPS or similar
None or them will hide you anyway, the IP can always be tracked back to you

It depends on what you are trying to do with it. I use mine which is US based to check my SERPs from different regions. If you need a high speed connection I would rent a dedicated server and setup your own VPN.

Also, by definition all VPNs are encrypted.

also depends what you are using it for, i mainly use strongvpn cause i cant access american video sites, i wouldnt recommend using a company like strongvpn for other ways spam, etc.

Could be for country changing as well. I know poker players who do that. There are reasons. You can also rent 1U from a colo and buy a cheap firewall and plug it in there. Cisco ASA 5505 or something. Should be around 500 bucks.

I've used https://www.witopia.net/ (dont know if they're US-based or not) just to get IPs from different countries.
But if I wanted to get some better privacy when using torrents and such I would go with some Swedish VPN-service because of the speeds.
If you need lots of IPs then check out HMA VPN.

By the way, I've never seen a VPN without encryption...

There are two ways,by using commercial service or by using your vpn software installed on your vps/dedicated/whatever server.

Using commercial service:
Pros:
-no need to have technical knowledge
-large selection of geographical locations
-cheap
Cons:
-they will track what you visit,and show your logs to authorities if needed
-can be slow,timing out and generally be unreliable
Using your vps/dedicated server:
Pros:
-You can have full control on it,plus you can use a resource which you already have,which make it cheaper
-stable and will work always 100% as you are only user
-nobody see what you visit
Cons:
-need to be technical savvy to make it work
-If needed more geo locations,then it is more expensive compared to commercial service
