What is the best guest blogging script?

I run a mainstream website about topic a. I want others to be able to blog about selected a topics to increase content on my website.

What is the best way to go about this?

you would think there would be a plugin to allow that. like the old days submitting tgp's with partner accounts

u could set that up with wordpress + allow guests to sign up

(but personally i wouldn't use 'guest' user accounts (contributors) on wp... i'd just make a form, allow them to submit a guest post then use xmlrpc to add it as an unpublished post then manually approve)
