OR go to freelancer.com - i have a swedish guy on there who has been doing HTML/CSS conversions for me, he also is pretty good at mysql/php and most popular CMS scripts which i assume include WP.

I don't see where he says he "CAN'T" customize wordpress. Lots of people delegate work because they are busy with other stuff. Not sure why people like you delve so deep to find that one small thing to jump on; it's idiotic!!
