It depends on how you are thinking of going about your new affiliate program.
For instance, you can choose to go for a server installed version of either our MPA3 or our competitor Nats. This is when you want to have a bit more control over features, customization's and billers.
Or you can go for a biller version, like the MPA3 Powered versions of Commercegate/DHD or Epoch. CCBill has their own.

There are two options if you use Wordpress.
Magic Affiliate
and
Affiliate Royale
If you use Wordpress as your content cms you can also use Magic Members to handle memberships, pay per view or pay per post etc. It also lets you drip feed content to members automatically so they can't download it all in one hit. You could even make members wait several recurring payments to get everything.Comment

had Nats with our X partners, lots of nice features there, when we went off on our own I decided to go with ccbtools because ccbill handles payouts for us. I heard that you can now do this with nats but i don't see how they justify their prices...Comment
